In 1957, during the term of Mayor Većeslav Holjevac, a new City Hall was built in the Zagreb district of Trnje. The City Council moved from the City Hall in the district of Gornji Grad to the new modern building, which reflected modern trends in architecture and was adapted to the bright future of development in the city of Zagreb.

At the peak of his creative career, Ostrogović had an opportunity to delve into urban planning and architectural design by participating in the project of the central zone of Zagreb’s new administrative centre in the area between the railway station in the north and the Sava River in the south.
